JPEG Save Options

When you save an image as a JPEG you get a pop-up window that lets you select the compression level. When I select the highest compression the output file size is larger (e.g. 9.2MB) then when I select the lowest compression (e.g. 470KB). The pop-up window states that the lower compression results in a larger file size an higher image quality! In my case the lower compression results in a smaller size file.
I have reviewed the post "Saving JPEG (Quality)" but I am still confused on what compression I should select to obtain the highest image quality?
