Was intested in purchaseing NeatImage and I was wondering if the Pro+ version works as a plug-in with Photoshop 7.0.

Yes, the Pro+ edition includes a plug-in version of the filter that works as a Photoshop plug-in. It works with PS 7.x and CS.
